Contribution to standard OpenCL 3.0.10

Project partner Tampere University (TAU) made a contribution to standard OpenCL 3.0.10.
Specifically, TAU contributed to the Command Buffer and its related Command Buffer Mutable Dispatch extension specifications by providing feedback and ideas of which results were integrated to the specs.
